Safety Committee Purpose of Neighborhoods

Unlike the Home Collections, which were defined and named by Shea Homes, the builder of the Silver Creek Valley Country Club (SCVCC) community for the purpose of marketing the homes, the Neighborhoods of our community were defined not by Shea Homes but by the Safety Committee of the SCVCC Home Owners Association (HOA).

The Safety Committee has formed the SCVCC Community Emergency Response Team (CERT) for the purpose of coordinating disaster preparation and training in conjunction with the San Jose city Office of Emergency Services through their “San Jose Prepared!” program. However, organizing emergency prepardness efforts in a community of 1550 homes requires teamwork, so it was determined that all the organization, training, and response efforts would be much easier if the entire community was broken down into smaller neighborhoods teams. The Neighborhoods were formed so that local CERT Neighborhood Teams could be set-up in each Neighborhood to stock local emergency supplies and coordinate preparedness efforts.

San Jose Prepared

The goal of the San Jose Prepared! program and the SCVCC Community Emergency Response Team (CERT) is that in a major emergency like a massive earthquake, where power and phones are out, residents who are in these neighborhoods would forms teams within their neighborhood to identify problems and communicate their needs to an Emergency Operations Center (EOC) staffed by resident volunteers. In SCVCC this would be located at the main clubhouse, and that EOC would in turn communicate those needs via HAM radio to the 911 center in San Jose. In order for this organization to be successful, however, it depends on resident volunteers with special skills to join Safety Teams to help out in the EOC to support the CERT Neighborhood Teams.
